I saw a commercial with Dr. Oz on it. He said for every 35 lbs a man loses he gains an inch in his manhood. If I lose down to 40 lbs I can have 10 inches. Any woman interested in a 40 lb man with 10 inches?......and if you don't like the question, don't answer it.

Yes, the pad of fat we all have over the pubic area gains weight like everywhere else. the fat has no where to go but out and when it does that it folds over the base of the penis.

The end effect is you get shorter.

Loosing weight will help you gain back those lost inches. Now, that said, the idea of a 40 lbs 10 inch man is amusing. Go ahead and try it.
