What can cause a girl to have the urge to tell her boyfriend the whole truth about her past (and present)?

I can think of 2 reasons rather quickly. She either wants to tell you everything because she wants you to end things so she doesn't have to....or she really feels like she can trust and confide in you and wants to be completely honest, void of secrets so that your relationship will go forward in a positive manner.

I would say she is tired of holding things back from you. Depending on what those past and present things were about, they might really tell you something about her character as a person. So I say listen to everything, but don't say anything til she is completely finished and don't judge. When she is finished tell her you need time to think about what she said. And this is depending on what she said. Like if you were shocked about something she told you, or do you think anything she said could effect your relationship, you really need to think stuff like that over. But as I originally said she could just be tired of holding things back from you, like secerts she wasn't really sure how you would react to.
