"actions" in the first saying clearly does not refer to words or using words. Why bother to make the distiction between "actions "and "words"?

In the first one, 'actions' refers to setting an example for others to follow. It is passive in the sense that you do not intend to directly bring about change in someone. In the second one, the goal is to influence people directly, and it says that it is easier to do this with the pen, by persuasion, rather than forcefully, with the sword.

With the action of using ones pen to write ....( The pen is mightier than the sword ) Both points are proven and there is NO contradiction at all !!!

Because the sword is a metaphor for "violence" and in the 'actions speak' quote, one is referring to GOOD actions. So the two quotes are not speaking in contradiction.
