the guy i like is in a gang and he hangs out with other girls who have 'reputations' of giving it up easy. he says we cant be together because he is scared for my safety...i asked if it was because i am a 'bigger' girl - but he said 'no...' - then why...would he want to be with those girls, shouldn't he be scared for them too?
should i have weight-loss surgery? would he like me then?

He is only looking out for you if he feels that you shouldnt be around him for your safety maybe he is telling the truth and doesnt want you to get hurt. No you shouldnt have weight loss surgery anytime you gotta do someting to your appearance to get a guy to like you, the guy isnt worth it. The guy should love you for whom you are.
