EBD is like super version of anti-lock brakes. It will actually figure out how much brake force to apply to get minimum braking distance and do it for you if you do a full slam on the pedal.
ESC, on the other hand, consist of a series of force gauges as well as attitude sensors, controlling throttle AND brakes so that the car does NOT rollover when making sharp turns. If necesary, it'll decrease throttle when turning and add a bit of brakes without your input.

If anything, it helps a car's performance as it allows you to maintain control of the vehicle and keeping it on the road as opposed to loosing traction and spinning out, or worse... An electronic stability platform does not hinder the top speed of a car. A governor does that ( and many cars have them today ).
