Yes it does. Most companies tie in a credit check when authorizing a CC in an employee's name.

Would you, as a business owner, give an employee access to a company CC if they can't handle their personal finances? They have less concern, especially if it's not their money. Also, an employee with bad credit could abuse the company CC by paying for unauthorized items for personal use.

Most CC's I have gotten have the employee sign that the card is to be used for official company business only. One I had allowed me to use it for anything I wanted, and turn in an expense report for the company purchased items so I could pay the bill. So if I charged $500, and $200 was for the company, I would be personally responsible for the $300. That way they can verify the company purchases immediately.

It depends on whether you're getting a secured card and also depends on how your business is set up. Plus, different lendors have different standard when it comes to establishing a business credit card. You might also look into a business line of credit, because they typically haev lower interest rates.
