It is not about Satan.
However, in a very general way ....such words could also be applied to Satan.
The expression “shining one,” or “Lucifer, is found in what Isaiah commanded against the king of Babylon.
Thus, it is directed at the Babylonian dynasty.

Babylonian rulers reflected the attitude of “the god of this system of things”
Satan the Devil. (2 Corinthians 4:4)
He too lusts for power and longs to place himself above God.
But Lucifer is not a name Scripturally given to Satan.

Lucifer was an angel that got kicked out of heaven and became the devil.
How does the Isa 14:4 quote prove anything? It doesnt say Lucifer anywhere in it.
The 14:12 quote is where its telling how he was banished from heaven b/c he thought he could be just as great as God.
"fallen from heaven" implies that he was once there, as an angel, and is not any longer.
Your argument isnt making sense, these verses don't support what you are saying.

Isaiah 14:12-- "O how you have fallen from heaven, you shining one, son of the dawn! How you have been cut down to the earth, you who were disabling the nations!
Shining one & Lucifer are the same. Lucifer was a very beautiful angel who wanted God's glory, he wanted to be like God. He turned against God & got other angels to follow him. Lucifer(Satan)and his angels were thrown out of heaven onto the earth.
They were thrown out of heaven in the year 1914. That was when things got very bad for the earth. 1914 was the year that World War 1 started. And things have continued to get worse year after year.

We all know that Lucifer fell from Heaven he was an angel in authority and let pride get to him, but was cast out with one third of the spirits of heaven that followed him and became Satan, the Father of lies, see Luke 10 v 18 And he Jesus said unto them I beheld Satan as Lightening fall from Heaven.
Lucifer and Satan is the only personage in the Bible spoken of as having fallen from Heaven

The scripture that you refferd to was saying that the pride of the Babylonian rulers indeed reflected the attitude of Satan the Devil but was not actually saying it was him.

Lucifer was the king of Bablyon, just as he is the king of this world. He is the father of lies, the great deciever, and Satan. Your logic is erroneous. Lucifer was a spirit who wanted to ascend above God, he in essence wanted to dethrone God, but wanted to do so by taking away the agency of man.
Satan/Lucifer ruled Bablyon, because he had power over the hearts of all (or nearly all) of it's citizens. It is because of this they fell.

There are quite a few places in the Bible where there is a message in a message. The most frequent ones have to do with King David and the Christ Who was to come. They are real messages in both meanings. One about David and the other a prophecy which we see fulfilled and ascribed to Jesus in the New Testament.
Thus, in this passage, the messages are considered to be about the king of Babylon AND the devil.
The devil is given a number of names; the serpent, demon, prince of this world, father of lies, the accuser, etc.
"Lucifer" is considered one of those names because of wha the New Testament says of him. ("Lucifer" means "the light bearer").
Here are some of the passages because of which Lucifer is considered the devil:
Rev 12:10-13:1
10 Then I heard a loud voice in heaven say:
"Now have come the salvation and the power and the kingdom of our God,and the authority of his Christ. Lucifer was a Cherub that served GOD at His Throne! He rebelled and sought to OVERTHROW his own Creator! His name,"Lightbringer" was changed to Satan--"Destroyer"-for that is what he became! He is the original SINNER and will soon be REMOVED from his position of power forever...You can read of this in Revelations...Of course,he is furious when anyone exposes his nature,and tries to confuse us with silly clever arguments that he was not Lucifer or a thousand other excuses why we humans shouldn't take him too seriously...Clever-----and very deadly for us to fall for. He is going to fall--he and his demons who turned traitor from their loving Creator. Don't underestimate this cunning monster. No need to fear him--but NEVER take for granted his power to decieve you--MANKIND is here to qualify to REPLACE him over this Earth! Little wonder then that he hates us so much. WE who are to inherit The GOD Family!

Lucifer means bearer of light and indeed was that fallen Angel of the Bible and Jesus also called him satan, the father of lies.
the same rebuke can be adressed to someone who is his adopted son as was this king of Babylon.
