This site http://www.sciencedaily.com/releases/2002/03/020305073309.htm talks about salamanders and lizzards that use their lungs to hear. But I found no mention of a species of bird. Since Chil means spice, that might give you a clue, but the only thing that comes to mind is spice finches. And they do have ears. But they're not like ours.
Try checking bird sites for birds who suck air into their bodies to make sounds. Just a thought.

Are you talking about animals that don't have ears? All birds and reptiles do not have "ears" on the outside of their bodies. Birds have an auditory canal and opening, as do reptiles. Snakes are naturally deaf, but feel the vibrations of sound.
