I would recommend it. The simple fact is that the lights are on timers that are not sophisticated devices and cannot track if it is a holiday. Usually an electrically powered 7 day timer that only knows if it is day 1-5 so turns the flashing lights on. Just to be on the safe side, I slow down.

If the lights are flashing, the law is in effect. It is possible (although not likely) that the school is actually open when you think it is closed. This happens for schools that have to make up too many snow days used, or in the case of one of my local schools, they had to close the school for almost a week because of maintenance issues. They will have to make up those days, but they may not necessarily tell the general public when they are doing it. They usually wait until spring to make up days, so that probably won't happen until around Easter.
Better to be safe than sorry.

That depends on the state and local laws. Many states now employ the use of flashing lights to indicate that school zone rules are in effect. Others may have signs that read "While children are present".
Some areas actually require you to always slow down for a school zone, even if it's 3:00 AM on Christmas.
You may call your local police station for confirmation, although they are not able to give legal advice, nor am I.

The posted sign will usually add, "on school days when children are present." Someone probably forgot to turn off the sign, but if the lights are flashing, I think you would be obligated to obey the posting regardless of it being a school day or not.

Here is Illinois we dont have flashing lights at all schools but the signs all say "when children are present".

Yes. If there are exceptions, it will indicate it. That is why many parking signs say things like except Sunday or no parking between 8 AM and 5 PM. Yes, it does sound stupid that you have to go at 20 MPH even on a Sunday, but the planners have done their analysis. It is very common for schools to have activities even beyond the usual school hours/days and students may be around when you might think that it is not school time.
