First of all, they probably can not get plates because the car is not in their name. An open title usually refers to a title that has been signed off by the owner, but not re-assigned to a new owner. I would ask to see the title, if a name was not written on the back, then all that has to be done is write in the name and transfer the title. This whole deal sounds a little funny to me, so I would check out everything before I gave anyone the money$. Good luck and hope this helps.

I work for the dmv, and I can't even figure out what you mean by "open" title.
Open, in my mind, means that the previous owner (the one who sold to the guy) never signed the back of their title. If this is really the case:
1. The guy can never sell you a car until he registers it in his name first and gets his own title and plates.
2. He can't register an "open" title until he gets the previous owner's signature on the title.
3. Sounds like a stolen car to me from the info you have provided. I would forget about that car and buy another one. Hope you haven't paid him any money.

Well, it depends on who you're buying it from (private person or dealership) and what kind of trouble they're having getting the plates.
If you're buying it from a dealer, it's up to him to title the vehicle. If he's no able to do that, then he hasn't completed the sale and you should be able to declare the contract void (read the fine print).

The term open title in the trade means that the seller signed,and dated his name ,and printed his name and sale price on his title.and left the buyers name blank. for the new owner to fill out. The buyer will be liable for any property,or sales tax due when it is registered in the buyers name and should fill in the correct odometer reading at the time.

In oklahoma you can tag it but you would have to pay the sellers taxes.
