Ok,hes been confused about this one for awhile.
He believes in a higher being,and that this higher being likes to just screw around with us from time to time.Nothing more,nothing less.

In a way, I agree with your friend---except that I believe in many deities. I follow a neo-pagan path.
I think it kinda goes like this:
There is an ant hill in the middle of a school yard. Some children take an interest in the ants, some don't. Of those who do, some are happy to watch for a while then maybe wander off to do their own things. Others stick around for a while setting up obstacles for the ants. Some try to feed the ants. But the children all have their own lives to live and the ants are not the center of the children's lives. The ants can't possibly know the complexity of the lives of each of the children. They may only see one child---or perhaps the children are so big that they all look alike to the ants. The actions of the ants will interest some children and bore others.
I know my thoughts are different from your friend's, but it may give him some food for thought.

it's the difference between religiosity and spirituality. religiosity has a set of beliefs, rituals and practices agreed on by a a set of individuals. spirituality is more what affects the spirit or the soul. In spirituality there is a relation to a force that is greater than one's self that can exert influence and power.

He is one who is confused by an apparent conflict between God as loving creator and God as one who seemingly is ignoring us. Your friend cannot reconcile his belief in a creator with the seeming neglect of that same creator.
Put another way, many people are compelled to believe in a God who created them but they cannot figure out why that same wonderful God "seemingly" ignores our pitiful plight. I say seemingly because in fact God is not ignoring us at all. But most people have not been taught what God is doing for his people. Your friend seems to be one of those people.
