can perform same as the 35mm and if it is wich camera (not to expensive 300 + - ) can do it?

Go with digital. Check http://www.dpreview.com for reviews, prices, and where to get 'em. You can either shoot in B&W, or do a desat and convert color images to B&W.

Go digital.1st of all you'll have a very difficult time finding places that develop and print
b&w pics.No one does it in one hour anymore unless you have your own darkroom.
If you get a digital camera just make sure it has a b&w mode(usually in the special effects menu)If your printer prints in B&W photo mode that would be a plus.Now thats the cheapest and quickest way to do B&W.Another option would be to check for used darkroom equiptment and do it all yourself.You'll have much more control over the finished product
and you can't beat the resolution of film.

the last roll (36 exposure) of B&W I shot cost $36 to process and took nearly 3 weeks and that was at a professional processor in San Diego (nobody else would even try)

Within your budget, you really must stick to film for good black and white, in my opinion. And I'm now a digital kind of guy.
