when i scrunch my hair the top of my hair wont scrunch...what can i do?

This depends on your hair type .. Is it naturally curly?

For my hair, while it is still really wet, I apply mousse and slowly scrunch my hair with a dry towel (head upside down). Then I diffuse it and apply more mousse and hairspray to control frizz.
The key is to handle it before it has a chance to dry by itself - run a comb through it quickly and get to work.

If your hair is already kinda wavy and your just trying to work w/what you've got, it really depends on your hair cut. Shorter layers will help the curl/wave stay when you scrunch your hair. Use some mousse when scrunching. I think gel weighs your hair down way too much, b/c its too heavy. You could also try using some hair creams that are for wavy/curly hair.

It may sound crazy, but try any lotion to smooth out the Frizz, then use Rave Hair Spray, & a fine toothed comb to scrunch and hold your hair into place know matter how thin or thick your hair is.Best of Luck! I really hope this works for you.

just scrunch/ squeeze it really hardat the top, almost to the point that your pulling your hair that works for me

Just get a handful of mousse and rub down on the top of your head and if that does not work, you could maybe spray alot of hairspray on it. Sorry, that is all that I know.

Your hair might be too heavy to do it. Try doing it with your head upside down...
