If you want a prepaid DEBIT card, try a local bank or search for Visa Buxx. Beware though, a lot of those prepaid cards have hefty fees attached, ie a charges for balance inquiries and withdrawls at atms, and they can be hard to load money on if you don't have a bank account and online access. However, I believe there are prepaid debit cards at Walgreen's. I think they're called Dot cards. And FYI, credit cards (and banking relationships) aren't really illegal for minors. Most companies just won't do it unless there is someone over the age of 18 to cosign because you can't legally be held responsible until you are 18.

You can have a real credit card, but due your limited credit ratings, your choices are:
- A secured card, which means you need to deposit a certain amount as collateral.
- An extra card, which means an adult who have a credit card can asked his/her card issuer to issue an extra credit card to you and have that card tied to his/her accoount. The adult doesn't have to be your parent.
If you want financial freedom from your parents and other adults, then use the secured card.
As for on where to get any kind of credit card.
Ask a nearby bank or other financial institution.
You can also go to a mall or place where young adults usually go, since sometimes there some credit card companies offer young adults the information on how to get and a way to get credit card.

A 16 year old can not obtain a credit card for the simple reason that persons under 18 can not legally enter into a contract. What you are describing is a gift or debit card which can be obtained from numerous sources; some for specific companies, others (American Express) are general.

Go to a store that sells American Express Gift Cards. to find a list of these stores you can probably look it up at www.americanexpress.com. The only problem is that many stores/online places don't take amex. If you are getting money from your parents or have a checking account, you can go to www.wamu.com/giftcard and get a gift card with a Mastercard logo, which is much more widely acepted. With all of these options, you will pay a fee for processing. So compare prices and see which one is better.

My teenage children had the same problem. I had to make all their online purchases for them and then they'd reimburse me. It was extremely irritating so I searched for a bank that would give them their own debit cards. They each had jobs and were very responsible with their money...They just needed to be able to make their own purchases. My own bank (Union Bank of California) wouldn't give them a debit card. We also tried Washington Mutual and Wells Fargo. They also said no. The only bank in our area that would give them a debit card was Bank of America. They each openend up student checking and savings accounts and they were then given their own debit cards. I don't recall co-signing for them, but I did go with them. They are happy making their own purchases and I am happy I don't have to do the ordering for them anymore. If there is a Bank of America near you, give them a try.

I have heard several responses from similar questions stating that it is illegal for a 16 year old to have a credit card.
Not true. Even if it I'm wrong, it's only because the laws restricting you are going to be considered unconstitutional.
You don't need pre-paid on this, you need a co-signer.

you can only do this with parents' cooperation.
you can get a checking account with a debit card.
which will work the same.
but at some point you will need parent's signature
because you are not of legal age to enter into such agreements.
