Deep fry them, and drain them well.
If you don't want to do that, make sure your oven is preheated when you put them in. Follow the directions completely. Turn them halfway through cooking. Do NOT overcook (or you get crispy shells surrounded by mozzerella... ewie!).
The microwave, toaster oven, and regular oven alternatives all produce lower-quality mozz sticks. If you get them in restaraunts, they're deep fried, and that's how they're meant to be cooked. The main crisp-maker when you use an oven, though, is to turn them halfway through cooking.
To deep fry, you can use a regular saucepan with oil in it, but I would suggest using a Fry Daddy or some other kind of deep fryer, because they can heat your oil to a particular heat (if your oil is too hot, you get an almost instant burn; if it's too cool, you're basically just saturating them in oil), and a lot of them have timers.

I'm assuming you mean breaded mozzarella sticks from 'scratch'. Bread them and let them sit until they look moist again, then bread them a second time. Sometimes it helps if they are at room temperature before you put them in the pan. But the biggest culprit is usually that the oil is not hot enough. Oil that's too cold makes for soggy, greasy stuffs. My aunt's test is to hold a chopstick upright against the bottom of the pan -- if it bubbles consistently/constantly, the oil is hot enough. Also, give the oil time to get back to the right temp between batches.
If you mean frozen ones from the box: cook them in the oven. ;o)

The biggest reason it would come out too soft is that your oil isn't hot enough. Get a thermometer for your pot, keep it in there & make sure it's @ a consistently HOT temperature. A good test is to drop a little pinch of breadcrumbs into your oil before doing the cheese. If the breadcrumbs start to bubble & slowly float towards the top, BINGO. If they shoot to the top and are too dark, your oil's too hot. If they sink to the bottom, crank up the heat. Cheers, hope this helps!

I love this recipe:
Olive Garden's Fried Mozzarella
16 oz Package of Mozzarella Cheese
2 Eggs Beaten
1/4 C. Water
1 1/2 C. Italian Bread Crumbs
1/2 tsp. Garlic Salt
1 tsp. Italian Seasonings
2/3 C. Flour
1/3 C. Corn Starch Olive Garden's Fried Mozzarella
Methods/steps
If your cheese is in a brick, slice it thick, and cut the cheese crossways to made triangles. Beat the eggs with water and set aside. Mix the bread crumbs, garlic salt, and Italian seasonings and set aside. Blend the flour with corn starch and set aside. Heat your vegetable oil for deep frying to 360 degrees. Dip cheese in flour then in egg wash and then coat with bread crumbs. Place carefully in hot oil and fry until golden, this takes just a few seconds so watch carefully. When golden remove from hot oil and drain .
Serve with you favorite Italian Spaghetti Sauce and enjoy.

Crispy Mozzarella Sticks Marinara
4 (3 x 1/2 x 1/2-inch) sticks part-skim mozzarella cheese (about 3
ounces)
2 teaspoons commercial pesto
4 sheets frozen phyllo dough, thawed
Olive oil-flavored cooking spray
1/4 cup fat-free tomato-and-basil marinara sauce
1. Preheat oven to 400 degrees.
2. Coat cheese with pesto.
3. Cut phyllo sheets in half crosswise to form 8 (13 x 9-inch)
rectangles. Place 1 phyllo sheet on a cutting board or work surface
(cover remaining dough to keep from drying); coat with cooking spray.
Place 1 sheet on top of first sheet. Fold in half crosswise to form a
9 x 6-1/2-inch rectangle. Place 1 stick of cheese at center of a

Make sure you freeze the stix before you bread them and then put them back in the freezer for a while be fore you fry them. Wen the oil is super hot, take the stix out of the freezer and put them in the oil, BUT, make sure you stand back!!

Whether using pre-breaded or you are making your own, heat your oil first. If premade take them right from the freezer to the fryer. If home made, freeze them first. Do not use old oil.

Broil or toast them in a toaster oven! Put it on full temperature and keep an eye on them and pull it out when they're sizzling.
