No. But you can say "He is much taller than I expected" or "He is far taller than I expected".

I had a Greek friend once who used to say things like: "I like too much the cinema" instead of "I like the cinema very much". In English you only say "too much" when you feel that something is excessive.

Nope. "He is way taller than I expected." is OK. "He is much taller than I expected." is OK. So is "He is too tall." or even "He is too tall, far taller than I expected."
I don't know about the comparative or what - ever I just know that "too taller" just plain sounds weird.
