Are you referring to American states or German states or Australian states or some other wine growing country's states???????????
I assume you are American because it's only the bloody, conceited, think they are the centre of the world Yanks who do not identify their country here on Yahoo Answers.
That being assumed, as a world traveler and wine lover I would say the best wines come from the Mendocino and Sonoma Valley appellations of California and Willamette Valley of Oregon.
But keep going north. As a general rule (though Americans are probably too proud to admit it) North America's greatest wine appellation is the upper Okanagan Valley area of Canada's British Columbia province.

North Dakota. Well, maybe California is a close second. I live in Oregon. Oregon and Washington produce some award winning wines. We have the perfect conditions for Pinot Noir and Chardonnay. Cheers.

New York State has historically produced very fine wines but California has come a very long way and I hear VA has some very good wineries as well.

California without a doubt.. I love white zin wines, and the very best that I have ever tasted have come from cali!
