The first step of repentance is to stop performing the sin. If you don't do that you are not repenting.

This is what repent means to turn away from their sins their wrong doings, so if they haven't turned away from them then they have never truly repented. Forgiveness comes from our Father God and before we can receive his forgiveness we must forgive those who have done us wrong. People confess their sins because they are taking responsibility for their wrong,it is the one who feels he needs no forgiveness, who soul is in danger. We have all fallen short of the glory of God. and with out God we will sin and when we fall he will pick us up. Being saved and born again doesn't make us infallible just forgiven, and assures us a place in the Kingdom of God. God has mercy and Love for us all.

No way! Don't you see? If you repent and are forgiven, then it's like you never did anything wrong in the first place! So of you never do anything wrong according to God, why not go out and be as bad as you want to?
It's so much harder to account for your own actions than it is to let someone else take care of it.

The sinner is, basically, the sin. It's sort of difficult to just stop being yourself, to stop being who you are. Sloth, for instance. I'm lazy as crap, and I'm too lazy to change that.
But... that's an extreme example.
Repentace, for Christians (Catholics particularly) is the solemn, whole-hearted want of forgiveness sanctioned by the church. If someone goes to be forgiven, he has to actually want to be forgiven. To do that, he has to want to stop the behaviour. It's like alcoholism.
I'm running out of analogies and patience. The point is, the people can't just "stop doing what caused them to repent" because it's something that they're used to doing, in most cases. It's something that they are.

Because we are supposed to repent and yes we should try to stop sinning but we all come up short at times because we have a sinful nature. It's important to remember that God knows all our sins and loves us anyway and He will forgive us if we ask Him to.

People "repent" because of the guilt of sinning. It is better to sin all that one wants to and then repent later when they get tired of sinning.

Very good point!! We accept Jesus as Saviour and we should try to follow Him as Lord.
Of course we are fallible mortals. When the Holy Spirit makes us conscious of our wrong doings we should repent (be sorry) for our doing wrong, seek Forgiveness and seek to walk in newness of life.
If we have done something wrong and are intending and planning to do it again, there is no true repentance and therefore we should not expect forgiveness.
['if we confess our sins, He is faithful and just to forgive us our sins and to cleanse us from all unrighteousness'']

Yes they should but, sin damages the soul. Look at it like this --- a large plane and you have parts that you do not want to fit in the cutouts that are on this plane but the parts are slippery and without constant guidance they easily slip into these shapes that have been cut out. This is kind of how hard it is to ward against sin.
