their pictures with their veils on, or are they unveiled ??

for US passport, there is a provision that allows headscarfs if worn daily for religious purposes. not sure about veils. the regs do say that the photo has to have full face view. check with these folks:

I'm sure it has to do with how devout they are. I have known Islamic women who only wear the veils when they go to worship or are with their more devout family members.

The passport photographers can't force them to take off their veils, as it is in violation of their religious freedom.
