I fail to see what the problem is, racial tensions exist for all races, if they cannot get along let them fight it out.

You may try contacting local churches.A lot of them are very interested in this subject and would offer the church as a meeting place. Talk to several churches I would bet one would be interested.Contact your local areas leaders,but first gather as many statistics on the problem,make it concise and clear ,then present your
findings to them along with your summit idea.
Try to have a couple of representatives from both sides of the issue to go with you,if that is at all possible.

If the problem is a huge issue in your community, try asking a church to sponser your summit (it will be a safe environment, and most people will see you are serious about your concerns, and not wanting a riot. They have meeting rooms on church property, away from the main Sunday Service room) You can advertise by making, and printing leaflet's, handing them out, putting them on car window's, asking your neighborhood market's to put one in their window, and advertise in the newspaper. Word of mouth is even more effective, and costs nothing, so, tell as many people as you can, and ask them to spread the word. The church may also put it in their newsletter, ask them.
Provide refreshments, free of charge, like coffee, tea, sandwiches and/or donut's to draw people in. You can ask for donation's from local food shops to help in your cause.
Most people enjoy a free meal! Good luck on your endeavor. You may really help your community.

Get rid of the ILLEGAL ALIENS, problem solved!
The Problem:
The illegal aliens are stealing Social Benefits from Americas poor, elderly and children and Americans don't like it!
Why should anyone blame Americans to rebel. They're the ones that have worked hard and paved the way and took the brunt of discrimination. To be shoved aside for illegal aliens to waltz in and take over after all the hard work has been done in insult to injury!
Amnesty = More Rights Than Americans!

We have seen what havoc such notions and practices have created after mass immigration under "guest worker" programs in Europe, especially after the Muslim riots in France. Do we want that in the United States?

Maybe you could have it at a community center. Put up flyers and put an ad in the newspaper.
