It will be cold in January in that area, though as china is a huge country just saying Central doesnt really narrow it down enough. Beijing and farther north are very cold in January and I am from Canada. Hainan province, the most southern province, is the same as hawaii.
Another thing to remember is that most of china does not have central heating so it can be chilly inside a building also. Typically, local chinese wear a lot of flannel under their regular clothes, very soft long underwear to make it more comfortable indoors and outdoors.
Hope this helps. If you are a bit more specific about location (province) it would help.

It could be under 5C, depending on the province you want to go, northern area will have a much lower temperature but doesn't rain often and the air is very dry. southern area will have a higher temperature but rains a lot and the air is really wet, so u'll feel just as cold as in northern area. i don't know which area u mean coz China is so big and there are probably 4 or 5 provinces in its certer, the weather will vary from place to place. By the way, I'm living in the Hunan China, it will be really cold and windy in Jan here I guess

You should see if your chosen city has an expat website. The members of these sites can give you a lot of information about your destination, not just the stats most websites list.
BTW, I live in Shandong and it can get very cold, but not as cold as upstate New York where I grew up.

It depends what you call central China. Two years ago I was in Luoyang, not too far from Xian, and it was bitterly cold. That's fairly central. I wouldn't be there again in the winter for any price. I wqs wearing six layers of clothing, hat scarf, gloves, and still cold. the air bites your lungs when you breath.
