Brushless generators have a fixed magnetic field which rotates through the AC output windings. As the engine speed or load varies the output voltage will change.
Generators which are not brushless are able to control the magnetic field. This supplies the ability to introduce a feedback loop to control the output voltage.

No, only if you provide a source of 3 phase power to energize the field windings. Without that, you just have a few coils of wire spinning near other coils of wire. No magnetic fields, no power generated.
