I think I know the person that stole it. I have their name, phone number, and license plate number. Should I call them, call the police?
What should I do?

There's virtually no chance of you getting it back. Most of the garage sales I've been to only had crap for sale. Why did you have something expensive sitting around where it could be stolen?

The police wont do much unless the stamp is worth alot and I mean more than $1000 and even then they may not do much but take a report and glad hand you. You can insist on them taking findger prints but more than likely they'll pass on it and you'll be out your time. My advise go watch this person and find out for yourself.
