It depends on why he is taking your passport. Is he bringing someone else with him pretending to be you? If not, just because he brings it along.. No, it's not fraud. Make sure what yr Fathers plans are before he leaves, just in case.

Your father doesn't have his own passport? It is illegal for him to try to use your passport as if it were his. Even a copy. Also, I don't think it will work unless your father has been aging very well.
