i don't know if it just where i live, but every paper shop you goto there are a group of kids hanging around outside intimidating all the local people, it doesn't bother me because i am young myself but this is why i cannot understand it, it used to be called loitering and was not allowed,
there are even paper shops that have regualr security guards on the shop floor to stop these mischeve seekers which for a small paper shop must be quite expensive, bring back proper punishment for schools and smacking for parents i've been saying it since i was at school, i was smacked and it taught me right and wrong child abuse will always happen even with a ban on smacking so why ruin everyones chances of raising a decent child. your views pls

kids congregate around shops because that's where the sweets, crisps, cigarettes and booze are-and when their 'don't give a damn' parents have given them a few quid to sod off out for the evening so that they don't have to deal with their obnoxious behaviour where else would you expect them to be?
Oh yeah, I remember, hanging around parks on playthings meant for much younger children or generally wandering the streets.
Truth of the matter is these kids have nowhere of interest to go(well, not that will let them drink and smoke anyway) and are all too aware of their 'rights'. Don't get me wrong I was a teenager once(some time ago now mind) but I had a healthy respect of the law and of my parents. I would not have reached 34 if I had EVER brought the police to my Dad's door for the wrong reasons-in fact I wouldn't have reached daybreak the next day!(And he wasn't a violent man, far from it).
I don't think we need to start beating them(well, not severely) but I do think we need to start giving the 'rights' back to the grown ups. Our government and justice system needs to start being a darn site more generous with justice and consequence and a lot less lenient and liberal.
Let's give the people who pay their taxes to keep the streets clean and policed the chance to walk down them unhindered-be it physically or mentally.

I have to admit I used to do this when I was younger too, but it wasnt a massive crowd of us like I see quite often now, only about 3 or 4 of us lol, but this was mainly due to the fact we had just brought a shed load of things in the shop and then couldnt decide where to go next so ended up standing around, thinking we looked really cool, but really looking like complete muppets lol

i bet you do feel intimidated!! wimp!! its because there's a supply of sweets, coke and hopefully, if the right person goes past, cigarette's and cider. its like early human settlers setting up camp near a river. the essentials are close by. and anyways they're probably just as scared of the shoppers as they are of them. someone brave (not you) needs to get close to them, build up a rapour. maybe start by throwing a half smoked *** their way to break the ice. talk with them about ice poles and skittles (depending on the time of year). once their trust has been gained you should start carefully forcing conformity. tell them their trainers are so last year, and they should buy grey ones. soon enough they'll be shoppers like the rest of you. everyones happy.

Because round where I live all the youth clubs have closed down. Have you forgotten that?
I work at a school and even if corporal punishment was brought back I will not use it.

I think its boredom, i used to do this when i was a teenager because we had nothing better to do, but i realised many years later that i should have been in doors studying...but what you gonna do..outlaw standing outside shops?
