who besdies the taxpayer? are any certifications or registrations required to become a paid preparer? for any type of return.

If you mean a personal income tax return, anyone that receives payment for preparing the return is REQUIRED, not permitted to sign as a paid preparer. The IRS does not set any requirements to be paid to prepare returns. If you prepare a return and the IRS finds significant errors, the are likely to audit every return you prepared. While the taxpayer is legally responsible for the accuracy of the return, they may have a civil case against the preparer for some errors.

You didn't specify what type of return.
if it's a corporation then the person in charge of tax matters or a corporate officer may sign such as the CEO or president.
If its an estate or trust then the administrator or trustee signs.
If a partnership - one of the general partners
if a joint personal return the both husband and wife.
if individual then that indiv must sign.
If there is a paid preparer then he must sign as well all of the above.
If an individual died before filing then write deceased on the line for signature.
