I believe it depends on what you believe. To me, an eye for an eye means that a person shoud lose something equal to what he has cost another, and if they have caused loss for one of the following reasos:
(most often solely) benefit in some way that causes unwanted loss for another
against another person's free will and /basic/ (i stress basic)
rights,
If the reasons for such an act were purely malicious
With that logic in mind, when someone is punished for wrongdoing, the above do not apply for the person exacting such a fate upon the wrongdoer. It boils down to the fact the person who exacts justice did not have the intention to commit such an act in the first place, but it was the other's wrongdoing that acted as a catalyst.
Therefore, it would stop after the second eye was taken, and the world would still be able to see.
