How long have you had him?
Could a child, adult, or another pet have accidentally (or intentionally) hurt him?
Could he have gotten into something that scared/hurt him?
Do not baby this behavior or you will be encouraging it. You would need to provide more details in order to understand what is going on with your dog.

Ears: Back or flat against head
Eyes: Avoids direct eye contact, whites showing
Body: Slinking posture
Mouth: Can change from tightly shut (passive) to teeth bared (active)
Nose: May be wrinkled
Tail: Tucked between legs
Hackles: May be up or down
A toy breed may exhibit more fear aggression and a herding dog may have stronger territorial drive. Fear aggression is just what it sounds like. The dog becomes aggressive whenever they are scared. Pretty simple. This can be avoided through socialization and checking our the behaviors we, as their owners, exhibit under certain conditions.
Behavior: May growl, may snap, may show panic or urinate

I'm not sure where you got that term. Passive aggression means the dog is defending itself and acting out of fear. Fear-biter means the same thing. The term is redundant.
Since this started, I recommend you call the vet right away.

Something is not right it may be fear,diet,anxiety,or maybe just sick.You need to take him to the vet it could be just vitamins?If there has been a big change in behavior then something is wrong,since he can't tell you please if you love him take him to the vet.He could have hurt his back ,be constipated,or have a tooth ache???Since he can't tell you please take him for a good check up!!!

It sounds like something is wrong with him, he could be injured, I would take him to the vet asap, he could be sick too.
