You need to wait until they're at least two years old, otherwise it's like a child having babies.
You also need to have them tested for the most common problems in their breed. It's not enough just for you vet to say she's healthy.

It is best for the dog and the puppies, if you wait until the dogs second heat to breed her. I work at an animal hospital, and people bring dogs in all the time, that were bred during their first heat cycle. It can be dangerous, and usually the dog is not ready.

If you have to ask this question here, you do not know anything about breeding.
You should not breed your female until she is at least 2-3 years old, so she is fully matured herself. Her second heat will come way before that.
Also, is she papered? Is she titled in obedience? Does she come from champions? And I don't mean way back in the day. Does she meet the breed standard as closely as possible?
Are you wanting to breed to make "quick" cash, or are you prepared to deal with the expenses that come with breeding correctly?
Are you going to be taking her to the vet during the pregnancy for prenatal care? Are you prepared to pay for emergency vet services should she need help with the delivery or after? Are you prepared to care for and keep the pups for at least 8 weeks, getting their shots, wormed, and feeding and socializing them properly?
Are you willing to screen "buyers" before placing them, or are you going to give the pup to whoever shells out the money?
Breeding is not right. Just because you have a female, and you want to make money off her offspring doesn't mean you should.
Check out http://www.petfinder.com for her breed just to see a small sampling of all the homeless pets. You breeding will just be a death sentence to thousands of already homeless pets, as well as the offspring of the ones you produce.
Sorry to sound so harsh.

The reason for the wait is so that their bodies can mature before taking on such a strenuous change. After first heat, their mammory glands are more productive and by waiting then you will have a better momma dog - they are more apt to kick-in their instincts when they are a little older.
