It is not true. If you take a makeup lesson with any of the major companies in the big department stores, they use both toner and moisturizer together.

You need to at least use moisturizer. If you don't will will either dry out your skin (if your skin is dry) or make it more oily (if it's oily). Moisturizer actually provides your skin with the oils to make it soft and supple. If you don't have these oils, your skin will go overtime to produce them. Also, using moisturizer prevents wrinkles, if it has SPF it prevents sun damage that causes wrinkles.
