Furthermore, he will lick and growl at us simultaneously, show off in front of strangers, and shake his bed / make a scene when visitors leave.

Cairn Terrier's are wonderful dogs, however one thing that seems to be a problem with some of them is they are not all that brave. With strangers he is to scared to growl, with people he knows that will not hurt him, he growls to show that is brave and who is boss. One of the things you have to watch for though is he may bite a stanger.

This could be due to the fact that he considers himself dominant over those he knows based on interaction with them.

With strangers, he doesn't really "interact" so there is no growling.

Does he do any submissive/fear posturing when strangers approach? If so, you need to do some work to preven a bite from occuring.

My dog was like that,if it's from the RSPCA or some rescued dogs home, that's perfectly explainable. But if it's had a previous owner they have most definetly abused it/been mean to it.
