Microsoft Front page and Macromedia Dreamweaver is the most common tools.
You also need to have a domain name and Web hosting as well.
For starting, use Free tools available on web.

Use a mac. They come with iweb which is a fantastic product that makes gorgeous sites using all your stuff. Then hosts it too.
