It's supposed to be good luck, confetti seems to have replaced rice. Perhaps throwing rice is something to do with ensuring the fertility of the couple.

In The Golden Bough, by Frazer, (a study of magic, folklore & religion written early 1900s) he mentions several cultures in the Far East in which bunches of rice from the fields were brought into a barn and treated as though they were a newly-married couple, in order to get a better harvest. So, the other way round from us!
