OK, a vote of NO CONFIDENCE is or should be taken as a serious issue/problem. These are as a rule done by Unions. The union or work group doing this MUST have a meeting. At this meeting the problem/s on hand will be dicussed and then if there is NO solution as the workers or Union have tried every possible way to end the problems. There being no solution someone will make the motion that a vote of NO CONFIDENCE be taken. This motion gets a second and then is voted on. If this vote passes it is then put in writing. A letter is type which states that there are problems and things have come to a point that the Union or work group have taken a vote of NO CONFIDENCE in whoever it is they have no confidence in. It is usually the respective boss. Like Police Chief or Fire Chief. A certain Board of Selectmen or a Mayor. This letter is then sent to the Board of Selectmen / Mayor, the party who there is No Confidence in as well as the PRESS.
