Although I don't know the whole act word for word, it basically means that no child will be left behind for education opportunities in schools, mainly if they need extra help, tutoring, or study hours. At my children's school, they have after-school tutoring, and a designated study center for an hour to help them improve with their math and reading skills, especially if they are behind in those subjects. My son was behind in both those subjects so we really like the program.

To me, it's the "let's give every child enough chances to get it right" thing. Basically, no child fails and the smarter ones don't get the challenges they need. I have no idea why it exists.
