If you mean like a software for web design then, it would be dreamweaver.

That depends on why you want a web page

Reason 1 (Web Authoring Software): You want a quick no fuss web page, you are happy using templates and dont really need too much precise control
over the design.

Reason 2 (Pure HTML): You want to take time and have a more in-depth interest in web design, you want absolute control of your code.


For Reason 1:
A large number of packages such as MS Word \ Powerpoint have "save to web \ save as web page" functions, so you can save a Word document as HTML.

There are also proper web packages such as Dreamweaver (probably the most comprehensive) although Flash is becoming more popular


For Reason 2
Notepad \ Wordpad are all you really need, any basic text editor will do. Software like Chami's HTML Kit is worth a mention.
Get a book on HTML (its easy to learn, really) and well worth it.


Other important points

Web design software generally speaking adds a lot of un-needed code in the web page, it is often more elegent to write from scratch (depending on your needs and available time)
I refuse to use Word \ Powerpoint but its a personal preference

You can use a combination of Web design software & pure HTML


Take a lot of time to plan your page before you start, consider content, navigation etc

I agree with the above, DO NOT use frontpage. It churns out rubbish that can play havoc with different browsers.

If you want professional looking, easy to use web design software you cannot top Adobe (previously Macromedia) Dreamweaver. It is the industry standard and by far the best.

However, please be aware that no program will do absolutely everything for you. It would still be advisable to learn at least a little HTML and CSS so that you can customise your website properly. Dreamweaver will help you with it mostly though, so no need to stress.

I have always used Dreamweaver and fount it easiest web design programme, although there are some shareware or free web designer but they have some weakness points. Serif's web design programme older versions are available free and they not bad programmes. I use it sometime.

MS frontpage gives about as far from professional results as you're ever likely to get.

Dreamweaver and Mozilla Composer are both good. Though the proffessionalism of the output is as much down to you as the software you use.
Dreamweaver is costly (unless you pirate it), Mozilla Composer is free from Mozilla.org

One of the Serif programs WebPlus or Page Plus. More features than either Adobe or Microsoft at Budget prices. In fact you can get previous versions for free online or on magazine disks.

Frontpage's main strength is its folder structure, which allows you to easily see how pages link together.

Dreamweaver however has a lot more options that are simpler to use, particularly for embedding Flash objects and the like.
