my daugther is 18month old can she still say on formula or can she drink normal milk?

I belive drinking normal milk or formula milk doesnt make a difference. Or maybe perhaps the contents in the milk itself that makes a difference. Try to find out what are the contents in each of the two different types of milk.

It is important to get little off formula and start on cow's milk, low-fat or non-fat milk. the formula is like a supplement and now at this age she will need the real thing. The more you put it off the more likely she will not like regular milk and her bones will become frail.

She could have converted to regular cow's milk at 12 months of age. Your baby health centre nurse or local doctor should be able to advise you. I have 4 kids and was always led to believe you wean them onto solids at 4 months and cow's milk at 12 months.

At this age she would normally be on whole cow's milk, because formula doesn't contain all the nutrients she needs now... of course, unless your doc says otherwise.
