Easiest way to stop other people using your e-mail address is to change the password. Though it does depend on exactly what you mean by 'using my email address'.

There's no way anyone can tell if you've got a virus on your computer just from the info you've given there.
In what way are people using your e-mail address (does sending mail to it not count as using it)?
What makes you think you've got a virus?

You remove thevirus immediately. I suggest that you try to carryout system restore to a day previous to the day when there was no virus or any problems. It may be a few weeks or months back. You have to decide the date. Detailed instructions are posted at http://fixit.in/systemrestore.html The problem is likely to be solved. Then,You insatll a standard antivirus soft ware such as Norton, AVG , Avast ( free antivirus software and Ad-aware, Ewido ( free spyware removers). You can download free softwares at
http://fixit.in/antivirus.html and http://fixit.in/spywareremover.html

Well you most probably have spyware. This will take your information and send it to someone else that then somehow gets your passwords and uses your email as a spreaded of spam.

Have you scanned for a virus? Go here: http://www.computeractive.co.uk/downloads/ and download Spybot and adaware (both are free for personal use). Once installed, update then scan your computer and see what is found.
Do an online scan from Trend Micro's Housecall: http://housecall.trendmicro.com/
