i'm not sure about t he exact procredure, but they are hooked up to some computer/machine and bowl under a controlled situation, where the angle of the elbow is carefully measured. i'm not 100% sure but its along those lines

It seems to depend on what region the bowler originates from. If its somewhere like Sri Lanka, then the laws are changed instead.
