What a lovely question !

The answer has to be the French (ultimately) with the guillotine, although similar devices did exist in other countries much earlier than the French Revolution (see link).

Other methods of decapitation relied on the sharpness of the blade used and the skill and speed of the executioner. True horror stories abound where the first axe blow has missed the target and embedded in the back and I remember one story about an executioner who had to finish someone off with a kitchen knife because the axe was too blunt to achieve a decapitation..................gross.

The following is an extract from Wikipedia.

Dr. Guillotin proposed the use of a mechanical device to carry out the death penalty. The basis for his recommendation is believed to have been his perception that it was a humane form of execution, contrasting with the methods used in pre-revolutionary, ancien régime (old regime) France. In France, before the guillotine, members of the nobility were beheaded with a sword or axe, while commoners were usually hanged, or more gruesome methods of executions were used (the wheel, burning at the stake, etc.). In the case of decapitation, it sometimes took repeated blows to sever the head completely. The victim or the family of the victim would sometimes pay the executioner to ensure that the blade was sharp in order to provide for a quick and relatively painless death. The guillotine was thus perceived to deliver an immediate death without risk of misses. Furthermore, having only one method of execution was seen as an expression of equality among citizens. The guillotine was adopted as the official means of execution on 20 March 1792. The guillotine was from then on the only legal execution method in France until the abolition of the death penalty in 1981, apart from certain crimes against the security of the state, which entailed execution by firing squad.

Seriously? Of course. If you really start digging into 'pre' history you get some weird inconsistencies, right down to what looks like modern alphabet letters on stone age artifacts. Look up 'Vinca'. It's a European writing system that pre-dates everything in the middle East, but you don't really hear about it. There's more evidence that there was some trans Atlantic trade in ancient times, and history from Hindu Vedas describes The Lake of Kashmir draining suddenly from an Earthquake to form the Vale of Kashmir 50,000 years ago. I think an awful lot of history is very easily lost under a few feet of dirt. Lord only knows what's under the Med or the Bay of Cambay. I reckon there's a outside chance that there were nukes at one point too (see the Mahabharata).

Had to be the French. Those were a lot of nobles they decapitated. But had it not been for your "one clean stroke" decapitation criterion, I would have chosen the Greeks as best execution using a poison called Hemlock.

All methods cause pain. Try stabbing yourself with a pin and you see what I mean.

I would have to say the French on this one: OK its a bit more complicated and can fail but it doesn't rely on human skill, or weakness.
