We are introducing a web site in Jan 07 that allows people to make an extra $400 per month for about 2 hrs of work a week. We are going to charge membership fees of $10 per month.

I know that people get excited over the MLM get rich quick concepts and ours is simply extra income vehicle. In your opinion, is $400 per month in extra income a meaningfull (enough to try a new but legit concept) amount to the average person?

It might be, but a lot of those kind of schemes, you have to pay the $10 or whatever (usually there are lots of hidden fees, one time registration costs, etc) before you find out what the whole thing is really about. Anyone with any common sense and wisdom would not subscribe to such a thing without having all the information up front, without paying to find out what it's about.

Anything that charges up front before you even know in detail what is expected, is, to me, a scam, and I haven't seen any internet money making schemes that don't do just that.

Is yours any different? Doesn't sound like it.
You make money on the people who sign up,. and thats about the extent of hte money making going on.
