They sure are, but only the females have them, you know. The new-born 'roo is only about an inch long and is very under-developed. Looks nothing like a kangaroo at all, really. It climbs up and into the pouch where it latches on to a teat and begins feeding, and it stays in that pouch for several months. The pouch protects the Joey (young kangaroo) from the elements and gives it a safe place where predators can't get at it while it's growing to a size where it can get around in normal kangaroo fashion. It's a great system and works very well :)

Alright, just in case you were acutally looking for a serious answer:
Kangaroo pouches serve as the location where a developing young kangaroo grows from about the size of a kidney bean to its size when it can move about on its own.
The kangaroo begins its life as a fertilized egg much as the same way as humans, but, as mentioned above, when the developing 'fetus' is the size of about a kidney bean, it migrates, through what is really a dangerous journey, from its mother's uterus to the pouch where it continues development. The young kangaroo will mature there, and it is often a humorous sight to see basically a fully developed small kangaroo riding in its mother's pouch.

It depends. The pouch of the kangaroo is a necessary biological development, since the young kangaroo is born in an extremely underdeveloped state, the pouch provides certain nourishment, and protection.
If you are speaking of kangaroos, no, they are not necessary.
