I only remeber one of the characters. I don't know her name but she's got blonde hair and uses magic. She has wings l think and when she transform, she has red ribbon on her feet, in her hair just nearly every where on her body. She's got comrades as well. It looks like she is wearing white clothing.

It is not sailormoon or card captor sakura. And l don't think it's mermaid melody either.
