It sounds like you have a virus, cuz I doubt that anyone who'd be able to hack into your computer would want to turn it off, they'd want to steal your information. Buy some anti-virus software or get your computer checked up... might just be time for a new one.

If someone is actually doing that to you, it means your computer is severely infected. You must clean it up!
1. Scan for virus and remove (free online scan) with BitDefender
http://www.bitdefender.com/site/home/
2. Scan for trojans and remove (free online scan) with Ewido
http://www.ewido.net/en/
3. Scan for ad/spyware and remove (free download) with Spybot Search & Destroy
http://www.safer-networking.org/en/spybotsd/index.html
After clean-up, go to Windows Updates and get all critical updates for your computer to prevent further infections.

One thing neither mentioned - consider taking your computer offline - disconnect your internet access- until you get it all cleaned up.

I doubt that anyone is doing this! Its more likely that your pc is overheating or you have a virus!
