Possible, but not probable.
If one looks at the variations of canines and felines that have been developed through human breeding problems you do get the idea that this may be possible.
However, domestic cattle have been associated with humans for a very long time and there seems to be a very much smaller difference between the variations. In part, this is due to the goals being different (meat production, milk production, smaller horns).
What you are talking about is a process that might take centuries and there must be a clear cut goal and reason to require such an expenditure of resources.
It sound like you want to reduce a typical weight of 1,200 to 1,800 pounds down to 80. This may not be possible.

obviously if a miniature doberman, a miniature collie, and a mini million other kinds of bred animals can be made through breeding so could a miniature bison, bisons aren't special or different from any other normal mammal as far as the relation of genetics to breeding is concerned.
The real questions as far as the possibility of the breeding of miniature bison are
1) can it be done in one human's lifetime?
Answer: unlikely
2) and to what ends does a miniature bison serve?
Answer: perhaps as a novelty pet, exhibition item or a way to allow more (but less massive and therefore less meaty) bison to be able to graze and survive per square mile of grazing lands

Miniature cattle may be the fastest growing pursuit in cattle husbandry, today. Most of the popular commercial cattle breeds available now have miniature varieties. Miniature beef cattle typically reach adult weights of 250lbs to 350lbs, or about 1/3 of the adult weight of their breed s full size variety. Miniature beef cattle varieties have been actively breed for about 100 years. Their full sized domesticated fore bearers for a 50 to 800 years. Since American Bison are close to twice the adult weight of beef cattle you can expect a miniature variety would be about twice the weight of miniature beef cattle, or 500lbs to 700lbs.
It s important to note, however, American bison have been kept in domesticated herds for less than 50 years. The practice is also limited to only about one dozen herds world wide. Bison s long gestation and calving cycles make effective husbandry a generational effort. The good news is the number of small herd bison breeders has increased dramatically in the last decade and will likely continue to expand as multi-species mob grazing becomes more popular.
The Sayer Bison Ranch in Missouri claims to have a miniature American bison variety, though it is not a breed recognized by any independent authority. Their adult weight is 700lbs to 900lbs.
