I'm sorry,but I have never seen fishes scratch their noses before,so I can't give you the answer.
And,besides,fishes don't have noses,they have gills.

if you see a fish scratching its nose, look again it might not be a fish. unless you confuse fish with a mermaid.

fish won't scratch their noses because they don't have hands to do so

That's why you see them running in to the glass at aquariums, normally they just run in to rocks.
(Pain makes itch go away)
