Go to www.netsol.com
on the bottom of the page (left side), you will see whoiswho
write the name of webesite and you can see the original address/phone numbers/email etc. of owner of website.....write them directly, mostly they would reply you...

You can use proxy servers to hide behind - so long as the proxy is not blocked, away you go.

Google for "free proxy server" - then take your pick
