Did you see these pills on a website? If so, then it's not a good idea to take them. They can contain a dye which is used as food colouring, but it isn't advisable to use as a tanning product. I think that others promote the production of pigments in your skin to help you tan, but again there isn't enough evidence yet to know whether they are safe or not. You might end up having an allergic reaction to the ingredients, and then there's the chance they might not work at all. Unfortunately, if you're fair skinned then there isn't much you can do apart from using lotions/spray-ons or getting it done professionally.
