Time does not have a exact speed. However time can be a function of speed and direction. Time is not by nature a vector quantity however a vector could be found with temporal input. For instance if you accelerate from 5mps to 15 mps over a period of 10 seconds while driving your bike, time plays a factor in deciding your distance and velocity, however it does not have a speed in itself. Time can show you what the speed is, if you do not know the speed, but time itself does not function as a speed it only has a direction. In this relatavistic universe the only direction time has is forwards unless one breaches the speed of light. So because time has only direction and not speed, it is considered to be a scalar quantity. Also as we have found with quantum physics, time can loop and slow down or speed up, also in some cases curve. However the speed of time is like saying what is the speed of gravity, or the speed of thought. Time can be seen as apart of the geometry of the universe, the same as gravity. In weak gravity during gamma ray bursts you can find evidence of time lags. Or time slows down. However time itself does not slow down, it is just a function of the effect of gravity and the gamma burst in question.

Don't be ridiculous, thats like measuring how many seconds-seconds take to pass. Time in essence cannot be different in any part of the universe, only our concept of it. Time is measured differently but is not and by logic should be the same in every part of the universe as long as you are not moving anywhere near the speed of light.

1 second per second at this point in the Universe. But it may be different in other regions with different accelerations (since acceleration causes a time dilation)
