Eventhough France was tied after 90 minutes they still LOST the game. Therefore the only country that didn't lose to Italy was the United States. This is somewhat of a trick question because they don't have extra time during group play but the correct answer would be the USA and only the USA.

the u . s . grew to become into the only u . s . a . that did not lose to Italy in the 2006 worldwide Cup in Germany. The U.S. had 2 gamers ejected and Italy had one million participant ejected. subsequently the U.S. tied Italy in spite of being one million participant down the whole 2d 0.5.

Although both sides threatened to score a second – notably Italy’s Luca Toni, who headed against Fabien Barthez’s crossbar before the break - neither managed to add a second. Extra time brought a scare for Italy when Buffon had to tip over Zidane's header but soon afterwards the France captain was making the sad walk to the dressing rooms

USA, but the also never scored against Italy, who scored twice in that game.
and for the ppl saying france, he never said who didn't lose in REGULATION, just who didn't lose. France lost in the shootout, and therefor lost
